[fse-esf] Coming back to the Vienna EPA

Dear All, I have to come back to three points of our last EPA meeting, because the presidency of the plenary did not give me voice when requested on Sunday 21st of June, and did not take in consideration some concrete proposals I have presented to the Assembly on Saturday, 20th June. During the enlargement group meeting of Friday 19th of June, Alla Glynchikova (Russia) has proposed that immediately after the starting in January of the seminar presentation process for Istanbul, an EPA take place in Kiev in order to strenghten the mobilisation of the former soviet republics civil organisations. The proposal has been supported by the enlargement group too, but the presidency of the plenary has ignored it and only has presented his own proposal for an EPA in Germany. Alla has intervened at the plenary too, but her reiterated proposal for Kiev has been deverted by the presidency with the argumentation that the topic was not that. The Hungarian Social Forum – Social Roundtable (HSF-SR) organizers have met on Tuesday and they are giving their support to the initiative of Alla Glínchikova considering it important from the point of vieuw of the eastern mobilisation and participation at the ESF of Istanbul. We propose to you to come back to the decision taken in Vienna and to reconsider it taking in consideration also this important eastern participation reqirement.During the EPA plenary of Sunday 21st of June Mr. Mátyás Benyik (Attac Hungary) has called for an EPA meeting in Budapest for next year before Istanbul. As I was not given the voice by the presidency of the Vienna plenary on Sunday with the same argumentation Alla was given, I have to inform you by this way, that the initiative of Mr. Benyik presented is an unilateral move that has been not agreed with the Hungarian Social Forum. The HSF-SR continues beeing open to such a meeting in Budapest, but considers obvious that it has to help to moderate our divisions, not to deep it with an unilateral step. We are sure that after his initiative done on international level, Mr. Benyik will also contact the Hungarian Social Forum with his initiative on national level, at home. (Up to now we have been not contacted.)Strictly related with the future of our ESF the most important topic in Vienna was to tell what are we proposing to our societies for the solution of the crisis, what is our „social message”. As you can see from the minutes, nothing has came out from Vienna in this sense concretly, allbeit Gianni Benzi and me, we have formulated concrete proposals in order to send a sign of life to the public opinion waiting for social solutions, instead of neoliberal ones. My concrete and substantial proposals – not taken into consideration by the presidency of the plenary – were the following: - We have to stress that we are for the relaunch of the economical growth by the way of State investments the creation of co-operatives, with the aim to create more jobs and assure the necessary income for dign livelihoods; - In order to have the necessary funds for these investments we must demand the modification of the existing wealth distribution system to the benefit of the low income people and the little and medium size enterprises; - Key of the modification of this system is a bigger taxation of the transnational corporations; - We propose a new balance between capital and work interests to the benefit of the latter; - Taking note of the growing of far rightist influence on the electorate (see the last european parliamentary elections, particularly in Eastern Europe) I have proposed to emphesize to the public opinion, that ESF is for the democratic way out from the crisis, for the preservation of the Democratic Rights of Freedom in alliance with all the democratic forces rejecting authoritarian way out from the crisis; - We have to send our message also to the absent majority from the EP vote (60 pc), by telling, that this great abstention is showing, the majority of the european electors does not feel EU as the own, so we want a social oriented responsible governance in EU in order to get out from the crisis in a more democratic and social sense. I have presented these proposals, in the name of the HSF-SR, starting from the consideration, that allbeit neoliberal capitalism is in crisis, it continues having important material and human reserves. For this reason there is no question now of the choice between socialism or capitalism (as proposed by Alexander Buzgalin), but the preservation of the Rights of Freedom linked with the fight for Social Rights. (We call this in Hungary „System correction policy”.)All of my mentioned proposals have been let out of consideration by the austrian presidency of the Assembly. For this reason I have no other choice, than to present this paper directly to the members of the ESF-FSE list, because of the political tendency and the decision taking methodology we cannot accept. 24th June, 2009 Endre Simó, organizer of the Hungarian Social Forum
