[fse-esf] ESF Programme Group Meeting Paris 21st Nov

Dear Matyas, I was there - i understood that the French and Turkish companieros
who chaired the meeting (only on Saturday) arranged for people to take the minutes.
If they didn't take the minutes I will try to recall the decisions taken - but I'm sure they will
come up with the minutes between them .
