at  Berlin( 22/02/2008)_*

For introduction, Peter Damo (see enclosure), through the issue of the 
place of the Eastern European countries in the process of European 
Social Forums, questioning the whole process and its evolution. This 
thinking is similar to that which takes place within the framework of 
the International Committee of the WSF. The enlargement to the Nordic 
countries shows even more the difficulies and the need to develop and 
mobilize at European level. The difference in political situations, the 
relationships between the trade unions, associations and social 
movements testament to the heterogeneity of Europe and therefore of the  
difficulties  to find common answers to the effects of neo-liberal 
globalized capitalism.

 

All those present took the floor and it is impossible to recreate the 
interventions in all their richness (written contributions desired). Let 
us try to find some common perspectives.

 

1) Despite its limitations, the Charter of principles, this common 
text,is  the product of years of discussion since the assembly of 
Florence, looking for a "consensus" between organizations, between 
countries ... At least it  exists. Few texts of this type come from the 
social forums. There is a need for working groups, to include the issues 
in debate, new issues,and that these working groups work and produce the 
necessary complements.

 

2) To continue at the same time to disseminate the text of the Charter 
(version Stockholm 2007). This supposed obviously  to continue the work 
of translation. To date, we have the french (basic text), the English, 
Italian, Spanish, Greek, Dutch. If the Charter has been widely 
distributed in Italy, this is not yet the case in other countries. The 
website www.europe4all.org and specific space of the  "Charter" in 
www.fse-esf.org are two tools at our disposal for this diffusion 
(creating links in our various sites ...). We must, of course, despite 
the difficulties, to continue the translation process, in each country 
appoint the corresponding (e) s webmasters (Austria for the website, 
France for space fse-esf) for the additional necessary  translation and 
for the presentation on the sites and moderation for contributions.

 

3) The Charter is not an end in itself. Several speakers stressed the 
fact that it should be used to forge alliances and provide opportunities 
for action. Especially on democracy subject in the European Union and 
Europe, on the social alternatives to defeat the spread of 
precariousness. The Malmö deadline should allow us to build these 
alliances, probably with variable geometry (affinity groups and 
alliances including extensive networks with others), oriented towards 
actions. The forced transition of the new Treaty of Lisbon, but as well  
what happened with Nokia (Finland-Germany-Romania) or above with 
Laval-Vaxholm (Sweden-Estonia) shows the urgency of elaborations and 
joint actions at the  European level. The draft of a "manifesto" from 
Malmö to develop a mobilization process at the European level would 
permit transnationnal growth at the European Social Forum.

 

The meeting that we had scheduled the afternoon to begin implementing 
connections with the networks "Labour and globalization", "No-vox," 
Public Service "has been concealed for reasons of scheduling . Carlo 
Guglielmi introduced on the theme of precarity which should represent 
just one of these points of contact between the various existing 
networks. This convergence should have an impact on the holding of 
seminars and meetings. Hence the need to prepare in advance, especially 
through written contributions

En introduction, Peter Damo (voir pièce jointe), au travers de la 
problématique de la place des pays de l'Est dans le processus des Forums 
sociaux européens, interroge l'ensemble du processus et de son 
évolution. Cette réflexion rejoint celle qui se déroule dans le cadre du 
Comité international du FSM. L'élargissement aux pays nordiques montre 
encore plus la difficulté et la nécessité d'élaborer et de mobiliser au 
niveau européen. La différence des situations politiques, des rapports 
entre les organisations syndicales, les associations et les mouvements 
sociaux témoigne de l'hétérogénéité de l'Europe et donc de la difficulté 
à trouver des réponses communes aux effets du capitalisme néo-libéral 
mondialisé.

 

 

 

Toutes et tous les présents ont pris la parole et il est impossible de 
retranscrire les interventions dans toute leur richesse (contributions 
écrites souhaitées). Essayons de  dégager quelques perspectives communes.

 

 

 

1) Malgré ses limites, la Charte des principes, ce texte commun, produit 
d'années de discussions depuis l'Assemblée de Florence, en cherchant un 
« consensus » entre organisations, entre pays etc... a le mérite 
d'exister. Peu de textes de ce type sont issus des forums sociaux. Il 
faut que les groupes de travail, notamment sur les points en débat, les 
nouvelles problématiques,  fonctionnent et produisent les compléments 
nécessaires.

 

 

 

2) Continuons dans le même temps à diffuser le texte de la Charte 
(version Stockholm 2007). Ce qui suppose évidemment de poursuivre le 
travail de traduction. A ce jour, nous disposons du français (texte de 
base), de l'anglais, de l'italien, de l'espagnol, du grec, du 
néerlandais. Si la Charte a été largement diffusée en Italie, ce n'est 
pas encore le cas dans les autres pays. Le site www.europe4all.org et 
l'espace spécifique « Charter » dans www.fse-esf.org  sont les deux 
outils à notre disposition pour cette diffusion (créer des liens dans 
nos différents sites etc...). Il faut évidemment, malgré les 
difficultés, poursuivre le travail de traduction, nommer dans chaque 
pays des correspondant(e)s des webmasters (Autriche pour le site, France 
pour l'espace fse-esf) pour les compléments de traduction nécessaires à 
la présentation sur les sites et la modération des contributions.

 

 

 

3) Cette Charte n'est pas une fin en elle-même. Plusieurs interventions 
ont souligné le fait qu'elle devait servir à nouer des alliances et 
offrir des perspectives d'action. En particulier sur la démocratie dans 
l'Union européenne et en Europe, sur les alternatives sociales pour 
mettre en échec la généralisation de la précarisation. L'échéance de 
Malmö devrait nous permettre de bâtir ces alliances, probablement à 
géométrie variable (groupes d'affinités et alliances larges notamment 
avec les autres réseaux), tournées vers l'action. Le passage en force du 
nouveau traité de Lisbonne, mais aussi ce qui s'est passé avec Nokia 
(Finlande-Allemagne-Roumanie) ou précédemment avec Laval-Vaxholm 
(Suède-Estonie) montre l'urgence d'élaborations et actions communes au 
niveau européen. Le projet d'un « Manifeste » issu de Malmö pour 
développer un processus de mobilisation à l'échelle européenne 
permettrait la transcroissance du Forum social européen.

 

 

 

La réunion que nous avions prévue l'aprés-midi pour commencer à mettre 
en oeuvre les connexions avec les réseaux « Labour and globalization », 
« No-vox », « Public services » n'a pu se tenir pour des raisons 
d'horaires. Carlo Guglielmi a introduit sur le thème de la précarité qui 
devrait justement représenter un de ces points de jonction entre les 
différents réseaux existants. Cette convergence devrait avoir des 
conséquences sur la tenue des séminaires et des assemblées. D'où la 
nécessité de la préparation en amont, notamment par des contributions 
écrites.
