[fse-esf] WEB // 'Charter network' space

Hi

After the opening of a first webspace for the 'Public services network' 
at the end of november 2007, the *network 'Charter'* has also now a 
publishing area on the fse-esf.org website.

This space is now functional and fed by members of the network, under 
the responsability of Chantal Delmas (FR). You will find for the moment:
- A presentation of the network (EN and FR)
- Documents produced as a result of AEP or ESF
- The list of participants in this network
- a contact address

The next ESF network webspace will for the 'Education network', and 
probably ready  in February. For more information on those network
