URGENT CALL FOR SULUKULE ROMANI COMMUNITY


Your support urgently needed against exclusion of Roma from historic
Sulukule!

One of the oldest Romani communities in the World, the Sulukule Romani
population is being forced to leave their historical neighborhood.

The Sulukule neighborhood, situated in the Historic Peninsula of Istanbul is
being depopulated through a gentrification project implemented by the
Metropolitan and Fatih municipalities of Istanbul. As it stands, the
project, promoted as an "urban renewal" is in its last phase. In February
2008 the demolishing of the houses will be started.

Despite the efforts of the local people, of the Sulukule Association for the
Enrichment of Roma Culture and for Solidarity, of the academicians from
several universities, and of the NGO's, the project is developed by local
authority under non-transparent conditions, without consulting the community
and without considering their demands, needs and feedback.

The alleged "urban renewal project" is a reconstruction plan which involves
the complete demolition of the current neighbourhood, home to more than 3000
Roma, and its replacement with housing which is unaffordable for most of the
original inhabitants. The Roma will be forcibly moved from their 1000
year-old historical neighborhood to an area 40km outside the city. Moreover,
as the municipality wants them to pay for the public housing they will
receive, this forcible move is accompanied by a debt obligation that they
will not be able to meet.

Because it will evict the Roma of their home, annihilate and assimilate the
Roma culture in Istanbul, the project needs to be stopped. Your support is
crucial to carry out this feat.

The 1000 year-old home of the Roma
The Roma first came to Istanbul from India in the 11th century when the city
was still the capital of the Byzantine Empire. And they spread around the
World from here. Following the conquest of the city by the Ottomans in 1453
and with the permıssıon of Sultan Mehmed the Conqueror, they were settled
near the city walls in the Sulukule as well as in the nearby Ayvansaray
neighborhoods. For hundreds of years, Sulukule acted as a pilgrimage
location for Roma from all over the world. It is one of the most important
cultural centers of Roma music and dance as it continues to be a crucial
worldwide resource for training musicians and dancers.

Your support is needed for the cessation of the "urban renewal project"

Because;

The Sulukule urban renewal project is a non-transparent non-participatory
project.

It is against the clauses of the Convention for the Safeguarding of
Intangible Cultural Heritage.

It is implemented in the buffer zone of the ancient land walls of Istanbul,
which are on the World Heritage list. As such, it fails to abide by the
principles of the Vienna Memorandum and the Convention regarding the
Protection of the World Cultural and Natural Heritage.

To help prevent the forced exile of the Sulukule Roma,
To protect the historical and cultural values of Istanbul, which are on the
World Heritage List,

Campagne menée pour la préservation du quartier rom de Sulukule
Appel Urgent


Un appel urgent est lancé pour solliciter un soutien aux Roms de Sulukule

Les Roms de Sulukule sont expulés de la ville!

Les habitants de Sulukule, la communauté Rom la plus ancienne au monde, sont
contraints de quitter leur quartier.

Le quartier de Sulukule, situé dans la péninsule historique d'Istanbul, est
menacé par le nouveau projet urbain de la mairie mené au nom de la
rénovation urbaine. Les autorités locales semblent bien décidées à mettre en
oeuvre ce projet, qui ne tient compte ni de l'intérêt des habitants du
quartier ni des réactions émanant de la société civile. Les autorités
locales ne sont pas prêtes non plus à travailler avec les ONGs, les
universités ou encore les chambres professionnelles (d'architectes,
d'urbanistes...).

Ce projet de rénovation urbaine prévoit d'exiler à 40 km de la vieille ville
les Roms de Sulukule, qui vivent ici depuis près de1000 ans. De plus, les
crédits qui leur sont imposés dépassent de loin leurs capacités de
remboursement –les exposant à long terme à une situation de surendettement.

Un soutien urgent est attendu afin de stopper un projet urbain qui prévoit
la disparition et l'assimilation de la culture Rom à Sulukule.

Les Roms ont une Histoire de 1000 ans à Sulukule

Les Roms ont quitté l'Inde au 11ème siècle et sont arrivés à Istanbul à 
l'époque byzantine. C'est ici qu'ils se sont dispersés dans les autres
régions du monde. Après la prise d'Istanbul par les Turcs en 1452 et les
politiques de logement de Fatih Sultan Mehmed, les Roms se sont installés
près des murailles byzantines à Sulukule et à Ayvansaray proche de ce
quartier. Sulukule est un centre de pélérinage pour les Roms du monde entier
depuis des siècles. C'est le centre culturel de la musique et de la danse
roms. Cette culture de la musique et de la danse a un rayonnement dans le
monde entier.

Soutien pour l'arrêt du projet de renovation urbaine

Car:

Le projet de rénovation urbaine de Sulukule n'est pas un projet
participatif,

Le projet de rénovation urbaine de Sulukule ne respecte pas la convention du
patrimoine culturel immatériel (The Convention for the Safeguarding of the
Intangible Cultural Heritage),

Le projet de rénovation urbaine de Sulukule ne prend pas en compte le
Mémorandum de Vienne et la convention du patrimone mondial et des sites
naturels (Convention Concerning the Protection of the World Cultural and
Natural Heritage), alors que Sulukule est à l'intérieur des murailles dans
la péninsule historique classée patrimoine mondial de l'UNESCO,

Pour éviter le déplacement et l'exil des Roms de Sulukule,
Pour protéger le patrimoine historique et l'héritage culturel d'Istanbul
classé patrimoine mondial de l'UNESCO.

DIE ROMA VON SULUKULE BRAUCHEN DRINGEND IHRE HILFE

Die Roma von Sulukule werden aus der Stadt gedrängt

Die Bewohner von eines der ältesten Domizile der Roma, Sulukule, werden
gezwungen, ihre Häuser zu verlassen.

Der Stadtteil Sulukule auf der historischen Halbinsel Istanbuls wird mit
einem Gentrifizierungsprojekt, das unter dem Namen städtischer Umwandlung
von der Stadtverwaltung geführt wird, geräumt. Das von der Stadtverwaltung
ohne jegliche Beachtung der Erwartungen der hiesigen Bevölkerung
vorbereitete Projekt, sieht sich, trotz aller Proteste, entschlossen auf
seinem Weg. Und kooperiert auf keinen Fall mit NGOs, Universitäten oder
Verbänden.

Städtische Erneuerung bedeutet für die Roma die sein 1000 Jahren in Sulukule
leben, dass sie gezwungen werden ihre Strassen zu verlassen, um 40 Kilometer
außerhalb Istanbul in Exil zu leben. Und hinzu kommen große Schulden, die
sie wahrscheinlich nie werden zurückzahlen können.

Es bedarf Ihre dringende Hilfe dieses Projekt, das die Roma von Sulukule zur
Immigration zwingt, die Sulukule Roma Kultur zugrunde richtet und eine
Assimilation zu Folge hat, zu stoppen.


Sulukule, die Heimat der Roma seit 1000 Jahren

Die Roma kamen zum ersten Mal nach Istanbul, um das 11. Jahrhundert, unter
Byzantinischem Regime aus Indien. Und von hier aus haben sie sich auf die
ganze Welt verteilt. Nach 1452, mit der Eroberung der Stadt durch die
Türken, wurden sie nach Fatih Sultan Mehmeds Unterbringungspolitik nach
Sulukule, auf der Innenseite der Byzantinischen Stadtmauern und nach
Ayvansaray verlegt, wo sie heute noch leben.
Sulukule fungiert seit Jahrhunderten wie ein Pilgerzentrum der Roma der
Welt. Neben seiner Funktion als eines der wichtigsten Musik- und Tanzzentren
der Roma-Kultur ist dieser Stadtteil auch der wichtigste Ursprungspunkt der
Musik und des Tanzes der Roma.



Eure Unterstützung gegen das Städtische Umwandlungsprojekt ist wichtig

Denn;
Das Projekt ist kein Mitbestimmungsprojekt,
Es steht in Widerspruch mit den Regelungen der Konvention zur Absicherung
von Immateriellen Kulturerben (The Convention for the Safeguarding of the
Intangible Cultural Heritage),
Bei der Ausführung des Projektes auf dem Tampongebiet der Stadtmauern der
historischen Halbinsel, die sich auf der Weltkulturerbeliste befinden,
werden die Bestimmungen des Wiener Memorandums und der Konvention zum Schutz
des Weltkultur- und Naturerben nicht beachtet.
So können Sie die Roma von Sulukule vor dem Exil retten und dafür beitragen,
dass historische und kulturelle Werte der Stadt Istanbul, die auf der
Weltkulturerbeliste steht zu schützen.
