Dear Josu,
the meeting was decided because we thought that the program process would have opened on early March. Due to technical problems the process opened a few days ago. It is obvious that:
a) until the end of April only few people (those who are already inside the ESF process) will have submitted their proposals
b) there are not so many things to discuss in Malmo on the 26
c) we are going to need a new international meeting of the working group for the merging process just before or just after Kiev
d) we the westerners who can afford to pay for many tickets we are going to take the decisions.
The more international meetings we organize, the less participation and democracy we have in the ESF.
Anyway i will be in Malmo and i send you all all my love.

As you know, it's collected in the minutes from , the decision for the program working group meeting was took in the EPA at the same time of May 31st as the deadline for submitting program proposals. Everybody was conscious about this contradiction but the final consensus (even if I thought better the next week) was to have the program group meeting on 26/27 of april, so 4-5 days before. That means that we can develop our work on the most of the submitted proposals and other questions like noted by Alexandra, Hugo and Erhard.
In any case I will be good to encourage everybody to submit their proposals before the 25/26 and finish the process in Kiev.
