FRAPRU puts up tents in front of the French Embassy and the official 
residence of Stephen Harper in Ottawa
Ottawa, November 20th 2007 – Scores of FRAPRU members pitched tents 
today, in front of the French Embassy, and then in front of the 
official residence of Stephen Harper, both situated on Sussex Drive in 
Ottawa. The aim of this action was to demand that the French government 
of Nicolas Sarkozy and the Canadian government of Stephen Harper assume 
their respective responsibilities regarding the right to housing.
By installing a first tent in front of the French Embassy in Canada, 
FRAPRU members wanted to demonstrate their support for the 215 poorly 
housed families, who have been camping out day and night since October 
3rd on rue de la Banque, in the heart of the Paris financial district. 
These families, who have been lodged for months if not years in hotels, 
hostels or with friends, are demanding their right to real housing. 
Over the last month and a half, they have resisted the repression 
orchestrated by the Sarkozy government, which on many occasions, has 
taken apart their camp and confiscated the tents, blankets and tarps 
they used for shelter. Their struggle, supported by Droit au logement 
(DAL), has received endorsements by various organizations, including la 
Fondation Abbé Pierre, SOS Racisme and Emmaüs France, as well as by 
many personalities such as  the actors Gérard Depardieu, Emmanuelle 
Béart, Richard Bohringer and Carole Bouquet, the film director Agnès 
Varda and bishop Jacques Gaillot.
If FRAPRU has demanded that the French government of Nicolas Sarkosy 
take its responsibilities by finding suitable accommodations for the 
families struggling in Paris and by working towards lasting solutions 
to the housing crisis, it does not intend to be silent on the 
indifference of the Canadian government of Stephen Harper. The Prime 
Minister has not even bothered to respond to the severe criticism 
concerning the situation in Canada that was made by the Special 
Rapporteur on the Right to Housing, Miloon Kothari, on October 22nd in 
Ottawa.
In his preliminary report made public at the end of a two week 
observation mission in Canada, which FRAPRU endeavoured to symbolically 
deliver a copy of to the Prime minister’s residence, the UN 
representative stated that he witnessed “the deep and devastating 
impact of this national (housing) crisis on the lives of women, youth, 
children and men”. He affirmed that this was of particular concern 
given that “Canada is one of the richest countries in the world”.
Mr. Kothari specifically demanded that the Harper government follow-up 
on his statements in the Throne Speech regarding “affordable housing 
and the number of homeless people on our streets”, with concrete 
proposals and the necessary funding for among other initiatives, “large 
scale building of social housing units across the country”. And yet 
since then, the conservative government has confirmed a budgetary 
surplus of $8.7 billion for the first five months of the fiscal year 
2007-2008 and has presented a mini-budget that announced new tax 
reductions totalling $60 billion, but has still not provided any 
additional funding to combat housing problems and homelessness.
According to FRAPRU coordinator, François Saillant, “the governments of 
Nicolas Sarkozy and Stephen Harper obey the same logic, that of further 
abandoning housing to the forces of the private market, that of 
refusing to enable the state to fully assume its role in the area of 
social housing, that of the negating the right to housing for all”.
Given the international character of the fight for the right to 
housing, FRAPRU decided at its last general meeting held on November 
16th, to get more actively involved in actions at this level.

Le FRAPRU plante des tentes devant l’Ambassade de France et la 
résidence officielle de Stephen Harper, à Ottawa
Ottawa, le 20 novembre 2007 - Plusieurs dizaines de membres du Front 
d’action populaire en réaménagement urbain ont planté des tentes 
aujourd’hui devant l’Ambassade de France au Canada, puis devant la 
résidence officielle du premier ministre Harper, toutes deux situées 
sur la Promenade Sussex à Ottawa. Ce geste visait à interpeller les 
gouvernements français de Nicolas Sarkozy et canadien de Stephen Harper 
sur leurs responsabilités respectives en matière de respect du droit au 
logement.
En installant une première tente devant l’Ambassade de France au 
Canada, les membres du FRAPRU ont voulu faire connaître leur appui aux 
215 familles mal-logées qui, depuis le 3 octobre dernier, campent jour 
et nuit sur la rue de la Banque, en plein cœur du quartier des 
affaires, à Paris. Ces familles, qui étaient hébergées depuis des mois, 
sinon des années, dans des hôtels, des foyers ou chez des proches, 
revendiquent leur droit à de véritables logements. Depuis un mois et 
demi, elles résistent à la répression orchestrée par le gouvernement 
Sarkozy qui, à plusieurs reprises, a fait démanteler leur campement et 
confisquer les tentes, couvertures et bâches dont elles se servaient 
pour s’abriter. Leur lutte, épaulée par l’association Droit au logement 
(DAL), a reçu l’appui de nombreux organismes, dont la Fondation Abbé 
Pierre, SOS Racisme et Emmaüs France, ainsi que par plusieurs 
personnalités dont les comédiens Gérard Depardieu, Emmanuelle Béart, 
Richard Bohringer et Carole Bouquet, la réalisatrice Agnès Varda et 
l’évêque Jacques Gaillot.
Si le FRAPRU a demandé au gouvernement français de Nicolas Sarkozy de 
prendre ses responsabilités en relogeant les familles en lutte à Paris 
et en travaillant à des solutions durables à la crise du logement, il 
ne voulait pas non plus passer sous silence la propre indifférence du 
gouvernement canadien de Stephen Harper. Celui-ci n’a même encore 
daigné répondre aux critiques sévères que le Rapporteur spécial pour le 
droit au logement, Miloon Kothari, a émises à son égard, le 22 octobre 
dernier, à Ottawa.

Dans son rapport préliminaire rendu public à la fin d’une mission 
d’observation de deux semaines au Canada et dont le FRAPRU a 
symboliquement cherché à remettre copie à la résidence du premier 
ministre, le représentant de l’ONU affirmait avoir constaté « l’impact 
profond et dévastateur que la crise nationale du logement et de 
l’itinérance a sur les conditions de vie de femmes, de jeunes, 
d’enfants et d’hommes ». Il se disait d’autant plus troublé que « le 
Canada est l’un des pays les plus riches de la planète ».

M. Kothari demandait spécifiquement au gouvernement Harper 
d’accompagner ses déclarations du Discours du trône au sujet «de la 
question du logement abordable et du nombre d’itinérants dans nos rues 
», de gestes et de budgets concrets, notamment en relançant «la 
construction massive de logements sociaux dans toutes les régions du 
pays ». Or, depuis ce temps, le gouvernement conservateur a confirmé 
des surplus budgétaires de 8,7 milliards $ pour les cinq premiers mois 
de l’exercice budgétaire 2007-2008 et présenté un mini-budget qui 
annonçait de nouvelles baisses d’impôts et de taxes totalisant 60 
milliards $, mais n’a toujours pas investi un sou supplémentaire pour 
lutter contre les problèmes de logement et d’itinérance.

Selon le coordonnateur du FRAPRU, François Saillant, « les 
gouvernements de Nicolas Sarkozy et de Stephen Harper obéissent à une 
même logique, celle de l’abandon de plus en plus marqué du logement aux 
seules forces du marché, celle du refus de faire jouer pleinement son 
rôle en l’État en matière de logement social, celle de la négation du 
droit au logement pour toutes et tous ».

Compte tenu du caractère international de la lutte pour le droit au 
logement, le FRAPRU a décidé, lors de sa dernière assemblée générale 
tenue le 16 novembre, de s’impliquer encore plus activement dans des 
interventions à ce niveau.
