[fse-esf] WEB // 'Publics Services network' space

Hi

After the decisions taken at Stockholm APE *, the network 'Public 
Services' has now a publishing area on the fse-esf.org website. It's a 
first step that may evolve when other networks will also have their own 
web space (potential bridges between contents via keywords eg)

This space is now functional and fed by members of the network. You will 
find:
- An introductory text (EN, FR and ES)
- Documents produced as a result of AEP or ESF
- The list of participants in this network
- An agenda
- a contact address

The other ESF networks may also have their own webspace if they wish. We
