> How to build the programme from below? Not repeat activities.
> How can we fill the gaps in the programme?
> Merging in Athina was a product of lobbying. Originally 55 on War –
5 on The Environment.

between themes.

include NewsLine and interactive Forum.
> EPA to propose Tematic Spaces.
>
> We must CONFRONT the EU (Council of Ministers decisions).
> Some Themes, Organisations are not involved in the ESF process.
> We must contact these Organisations and bring them in!
> We must decide to Decisively orient the ESF to ACTION.
