[fse-esf] Please do not change the date!

Dear Endre, 

I think you have misunderstood the mails of Sarah,
Mariangela, and me. As far as I have understood from
Sarah's and Mariangela's mails, they were refering to
the ESF-5 in 2008, NOT to the EPA in September 2007.
