The following declaration on the situation of crisis in Hungary and its 
possible solution, has been redacted and distributed to the Press by 
the Hungarian Social Forum cwg on Friday 22 september 2006, signed 
by all the civic organisations, trade unions and political groups co-
operating in the frame of the HSF cwg.

   Radical social-political change is needed to overcome the crisis in 
Hungary

Common Declaration of the Organisations of the Hungarian Social 
Forum cwg

Hungary is living days of serious political crisis due to the ultra-liberal 
economical policy, the anti-social mesures and the unsustainable 
ethical attitude of Prime Minister, Ferenc Gyurcsány and his 
government. Extremist circles are trying to use the rightful anger of the 
masses for their anti-democratic, authoritarian purposes. In order to 
overcome the serious political crisis is necessary first of all to defend 
the democratic rights of freedom. The „New Financial Balance Program” 
has to be withdrawn together with the „Green Book” allowing the 
privatisation of Healthcare and Social Security system, as well as 
the „Program of Convergency” wanted by EU. The orientation of the 
Social Policy must be radically changed. It is necessary to set out from 
the interests of Workers, Poors, People in need and those fighting for 
their existence, instead of the privileges of financial circles. It is 
unsustainable the social situtation caracterised by 3-4 million of people 
living below the social minimum or around its threshold, (Hungary has a 
population of 10 millions), 1,5 million without job, mass lock-outs, the 
drastical reducing of purchasing power of wages and pensions, the 
worsening of the bad conditions of life of millions of people, the ending 
of free of charge medical assistance and education systems, the 
introducing of the discrimination on material basis of ill people, and 
young people wanting to study and be getting on in life, the telling 
them: „fend for yourselves”. Noone of the governments have resolved 
the fundamental problems of our Society and Nation since the changing 
of the regime 16 years ago. Noone of them has eliminated the poverty 
and the privation, nor moderated the inequality or the social injustice. 
Process of disarranging of the national cohesion was not stopped  
social cohesion and  solidarity were not strenghtened. All governments 
have steadily divided people with their policy, by putting them against 
each to other, drifting the country to the crisis. National Assembly is 
living independently from the People. Will of the Electors is not 
prevailing, democracy is lame. The experience of the last 16 years 
shows, that it is not matter of a simply ruling problem, but of a problem 
of the system itself. The existing social relationships of the neoliberal 
capitalism are not allowing the solution of the social and national 
problems. On the contrary, these relationships are conducing to anti-
social mesures, political and ethical degenerations and bankrupt’s 
estate, now linked with the name of Prime Minister Ferenc Gyurcsány 
and his government, and generating rightful anger. Contradictions can 
be dissolved only by starting from the satisfaction of the social needs 
and the national interests. Working people, worthy life, spiritual and 
physical human development, social progress, employment, support to 
cooperatives, strenghtening of the cohesion have to be put at the 
centre of the social logic, instead of utilitarianism, spirit of competition, 
profit, and prerogatives of multinational corporations. It is necessary to 
take note of the fact, that the forcing of the neoliberal financial 
interests in Hungary and in other countries of Eastern Europe is 
involving risks of far right, and it can put in danger not only our 
democratic rights of freedom, but is also pregnant with consequences 
for whole Europe. Any responsibly minding hungarian and EU political 
factor cannot be interested in, that the social price of the  introduction 
of euro in our countries, as well as the accession of Hungary and the 
other newly acceeded States of East Europe to the EU development 
funds, be the impoverishment of  eastern european societies and the 
shocking of their national cohesion. The „Budapest Syndrom” has to call 
the attention of the European Union to the fact, that EU must give 
proof of considerable flexibility and disponibility to compromises, 
otherwise the Community could put in risk its own cohesion. The 
Hungarian Social Forum Coordination Working Group, as member of the 
European Social Forum is expecting from the EU the support of the 
social progress in Hungary, the closing up of the country, the respect of 
its equal right to the development and of its national interests. We call 
the hungarian political forces to re-establish the trust and belief of the 
people in the future. At the opinion of the Hungarian Social Forum cwg 
the social-political change has to be forced by the democratic joining of 
forces. We need such a government, that does not act over the head 
of the Society, but is ready to co-operate with it, with the civic 
organisations and trade unions in order to prepare and take common 
decisions. We need a government not restricting but enlarging the 
democratic rigths, deploying the institutionalisation of civic control and 
participatory democracy. Reforms are necessary for completing the 
parliamentary democracy in crisis by the system of direct democracy, 
and the introduction of participatory democracy forms, recognising the 
common right to take decisions, in order to implement human and social 
rights in democracy and freedom. To overcome the political crisis in 
Hungary, the Hungarian Social Forum cwg reckons on the co-operation 
of every people, organisation, community and political force wanting to 
get out from the existing policy-making system dividing the society, and 
wishing to put on new ethical basis the gestion of the country at the 
benefit of the nation.
