Best regards,       Matyas Benyik   President of the CEE Alliance for the   Solidarity with the Saharawi People      Final declaration     The 32nd European Coordination Conference of Support to the Saharawi People (EUCOCO) has taken place in Vitoria-Gasteiz on 3, 4 and 5 of November. More than 600 participants of the five continents have attended the congress: from Africa (Algeria, SADR, Swaziland, Senegal, Mali, Mauritania, South Africa, Morocco), from Europe (Spain, France, Germany, Italy, Belgium, Great Britain, Austria, Luxemburg, Sweden, Portugal, Hungary, Norway, Slovenia), America (Venezuela, Bolivia, Colombia, USA...), Australia and Asia (Japan). · The opening ceremony of the event has been made by Mohamed Abd El Aziz, General Secretary of the Polisario Front and President of the SADR and the President of the Basque Country, Juan Jose Ibarretxe. · The Algerian Delegation has come to represent all the members of the society and the principal political movements, in order to ratify the unconditional support from Algeria towards the fair cause of the Saharawi people. Delegates from South Africa have taken part in the conference too. · The conference remembers us the basic right of the Saharawi people to self determination. This is a recognized right for all colonies and defended by the Assembly of Resolutions of United Nations. · The EUCOCO Conference greets the resistance of the Saharawi People in the occupied territories and pays tribute to the victims of the Moroccan repression. The conference also denounces the massive violations of the human rights by the Moroccan authorities in the occupied territories, as well as the systematic and bloody reprisals that Saharawi people suffer. The conference informs us on the violence against women; 35% of missing people are women. The conference welcomes the associations and the Moroccan political parties that defend the right of the Saharawi people to self determination. The conference calls for the United Nations to publish without any delay the report that the (UNHCR) United Nations High Commissioner for Human Rights has made about the Missions in Western Sahara. The Conference denounces the political repression and the black out imposed by Morocco in the occupied territories of the Western Sahara. In fact, Moroccan occupiers put the territory under embargo and keep the international community uninformed of the inadmissible situation that the Saharawi People is living through police force. The Conference also calls for the concerned institutions of the UN, European Union (EU) and different NGOs in order to confront the situation, and take responsibility on the protection of the Saharawi population and against those who commit crime against humanity with efficacy. · The Conference accuses the double faced policy of the international community (double standard). Under this policy, peace forces and protection is opened out only in certain regions depending on their interests on them. In the meanwhile, other people are left on their own to confront repression and occupation, as it has been happening in Western Sahara for more than 30 years. · The conference reports the undeniable responsibilities of both, the UN and the new General Secretary Ban Ki Moon, to take necessary measures for the quick and total application of the resolutions, so that Morocco and other countries supporting colonialism respect these resolutions. · In the meanwhile, the Spanish state, former occupant of Western Sahara, cannot abdicate its responsibility in the tragedy. In order to make it remember its historical and moral responsibilities, the conference deplores the abstention of the Spanish government in the resolution of UN 4th Commission, approved by the majority of the European States. The Spanish position supports Moroccan’s occupation of Western Sahara. The conference ask the Spanish government to consider its policy as soon as possible, and to give a response to an important sector of the civil society, giving Saharawi people full, clear and active help in order to achieve self determination, through a free and democratic referendum.  · The conference feels glad of the individual opinions against the agreement of the UN about the exploitation of fishing resources in Western Sahara expressed by some European countries and will take them into account. However, the conference cannot express the disappointment for the global policies of the EU concerning to the Western Sahara. This agreement between the EU and Morocco about fishing in the water territories of Western Sahara is an act of exploitation which is against international rights and legality. The conference demands the revision of the agreement. Moreover, it asks the EU to adopt a policy in accordance to the international legality and find a fair and lasting solution based on the Saharawi People’s right of self determination, freedom and construction of a legal and fair society for men and women. This way, the EU will be able to reinforce the credibility and to respect their fundamental principles: democracy, justice, peace and development. The conference denounces the liquidation of natural resources in Sahara and condemns all tentative linked to the illegal occupation of the Saharawi territories. · The conference states the scarcity of refugees in Sahara and searches a solution in food supply, health and education. The conference deplores the lack of specialised institutions in the UN to carry out their respective orders in Saharawi refugees’ lands. They are worried about the insufficient humanitarian help received and ask the UN agencies to act in an urgent and effective way in their programmes on behalf of the Saharawi refugees, being an internationally recognized basic right. It protests against the arbitrary decision of giving help only to 90 000, « the weakest ones», out of the 160 000 refugees. · The conference declares 2007 as the international year of solidarity with the SADR and support of the popular resistance in the Saharawi occupied territories. It has decided to include some activities in their general programme. · The conference congratulates the responsible men, women and young from the supporting committee of Vitoria-Gasteiz on their perfect organisation. The conference thanks authorities from the Basque Country and members of the Supporting Committee for the Sahara for the quality and the welcome of participants. · Finally, the conference accepts with satisfaction the proposal of holding the EUCOCO’s 33rd Conference in Italy in 2007.      _______________________________________________
