[fse-esf] Germany will not ratify EU constitution until June 2007

>Dear colleagues,

the German constitutional court has just ruled, that it will not decide
whether the EU constitutional treaty violates the German constitution
until the European Council has taken a decision how to proceed with the
deadlocked treaty. Therefore, Germany - while holding the EU
presidency - will not ratify the treaty until the end of June 2007.

Background: The two chambers of the German parliament have voted for
the treaty with large majorities. But the president has halted the
ratification by refusing to sign until the constitutional court has
decided a claim of conservative politicians. Now the court refused to
deal with the case as it might not be relevant after the end of the
German presidency.
