in the context of discussion about Chart of principles for another
Europe, we draw attention to the seminar: Knowledge as common good
(Thursday 4 may 3 slot) .
We send you a text prepared by Luciana Castellina and Scipione Semeraro
and proposed as a first base for the discussion.
All the people interested are invited to partecipate .

Citizenship's knowledge and rights.
This abstract suggests a summery of citizenship's knowledge and rights.
A
. Denationalization's tendency of common goods and cultural
policies leads to the deterioration of public spaces useful for the
growth of citizenship's rights.
. World market is tending to take possession of cultural goods
and scientific and technological knowledges; see, for example, patents
and copyright.
. The distruction of an important public formative space and
centrality's loss of formative and cultural institutions are
determinating an extreme individualism's tendency.
. The important role of mass media and consumers in the creation
of cultural models reduces school and university's role.
B
. These new tendencies determinate the increase of a new kind of
illiteracy due to the critical impoverishment of citizens' cultural and
formative experiences. Consequently, it is necessary to have recourse to
differentiated interventions to increase citizens' critical ability on
the basis of age and social class.
. The transmission of cultural models and citizenship's values
from the family is becaming more conservative. It is getting a footing
the ideas of innatism and social determinism again in the perception of
cultural growth's opportunities.
. Knowledges have to bear big human movements and the
comparison/clash between people and culture
A new social citizenship in the formative and cultural politics.
It is necessary to consider some urgencies to define a programme for
future political choices:
. To define the difficoult process of cultural models'formation
in the global tendencies again, by appraising available knowledges and
new culural poorness in a critical way.
. To oppose the deschooling as a deficit of intentional formation
and to promote the education (family, mass media, consumptions).
. Not to banalize knowledges.
It is possible to develop a research model by following three ways of
knowledges' reorganization. These are only guide lines for future
political interventions.
Time's dimension.
. Historical's heritage, memory, plurality of cultures and
plurality of citizenship's values.
. The definition of human's rights as an historical and
democratic process.
Space's dimension.
. Cosmopolitan's citizenship. Learning to orientate oneself in
the plural world. Formative's institutions as a space and opportunity
for an understanding of cultural differencies.
Gender's point of view.
. Gender's differencies as a key of male model's critic. In the
western culture, male model is patriarchal and authoritarian. This model
could be revisited by starting from the easiest cultural difference
between persons: the gender.
Copyrights movement's develop and the protection of cultural goods as a
common resource.
. First, it is necessary to invert the tendency to
denationalization and to individual knowledges' impoverishment; then, it
is necessary to develop a real culture welfare, coordinated in all the
world, by taking as a model the old cooperative experiences in
freesoftware's production and consumption.
Some proposals.
. The demand of public formation's centrality as a support for
the citizenship and the invertion of general tendency to formation and
culture's denationalization.
. Knowledge must be considered a good which has to be guaranteed
to everybody. The active role of publical subjects in the removal of
cultural differences.
. A professional training which gives also space to fantasy and
creation and not only to technology.
. A dynamic idea of democracy as a process and development of
shared values. A critic to the naturalization/elevation of humans,
civilization and values.
. Culture as a public value and the flat denial of its
denationalization.
. A correct balance inside formation, which is able to consider
general aims and local traditions, beginning with Unesco Convention
about cultural differencies.
