[fse-esf] Migrations : Report and proposal of mergers

The EPA in Vienna quite clearly took the view that the issue of  
children and minors should be prioritised.
Now it seems that  the only proposal on that subject (LDH, France 568)  
is in limbo. Please correct me if I am wrong.
There is another issue on that proposal. Stop Deporting Children did  
not propose a seminar on the subject because there already was one.
Instead we e-mailed the proposers (LDH, France (568). To discuss the  
seminar. Our e-mail was not acknowledged.
We made our own proposal (535) about building a movement in defence of  
migrants' rights in Europe. It seemed to us to be ridiculous not to  
have a seminar that encourages us to discuss the issue and try to take  
something concrete away from the ESF. When I made the point in  
Frankfurt it seemed to me that everyone agreed.
It appears that we are being penalised for LDH's discourtesy and our  
own efforts to behave in  responsible way and try to help the process  
by not proposing seminars that duplicate others.
I have had experience of the administrative problems associated with  
the ESF and I wanted us to be as constructive as possible.
I e-mailed Marine the other day voicing precisely these concerns.
I honestly applaud the efforts of everyone to get the axis as well  
organised as it is but I cannot agree to the proposals as they stand.
Please can we engage on this issue. Do we have to spend a lot of money  
going to Athens to have this discussion?

> une *fragmentation des réseaux et des thèmes abordés*. Cela mettrait  
> en concurrence des groupes et thématiques proches.

> *travail collectif et la rencontre avec de nombreuses organisations

> *3. **Assemblée des migrants :*

> L’assemblée sera organisée par le réseau Migration du forum social  
> avec la participation de toutes les organisations impliquées dans la  
> préparation des séminaires thématiques. Mais aussi avec le soutien de  
> tous les groupes impliqué dans le forum sur cette thématique.
>
> Pour permettre à la fois aux organisations et réseau travaillant sur  
> le sujet et aux migrants et communautés eux même de participer  
> concrètement à cette assemblée nous proposons de l’organiser de la  
> façon suivante :

> - Diffusion d’une invitation reprenant en partie le texte de l’appel  
> pour un axe migrations dans le fse qui a été signé par de nombreuses  
> organisations et réseaux ;
>
> - les coordinateurs des séminaires présenteront en quelques minutes au  
> début de l’assemblée les résultats et perspectives dégagés par les  
> participants aux séminaires afin de permettre l’élaboration d’un texte  
> de l’assemblée des migrations.

> migrants et groupe de migrants et s’il reste du temps les autres  
> organisations qui souhaiteront s’exprimer.

> Il faut prévoir au minimum une plage horaire de 3 heures pour cette

> Il serait bien d’organiser cette assemblée le samedi plutôt en fin de  
> matinée ou au temps de midi avant la manifestation pour que les  
> migrants qui travaillent puissent y participer.

>   4. *Grands Evénements :*
>
> - le groupe accueille positivement la proposition d’organiser un  
> concert d’ouverture sur le thème de l’anti-racisme…mais souligne sa  
> volonté qu’apparaisse dans le titre et sur les affiches des slogans  
> concernant aussi la thématique des Migrations. Il est d’accord sur  
> l’idée d’une succession d’intervenants entre les groupes de musique  
> étant entendu que les intervenants seront issus de toute l’Europe et  
> qu’ils seront en priorité les migrants eux même.

> - Il réitère son intention d’organiser une action spécifique comme par  
> exemple une manifestation devant un camp de détention ou devant un  
> lieu symbolisant le traitement réservé aux étrangers. *Cette action  
> spécifique doit être inscrite au programme.*

> - il planifie d’organiser un rassemblement prés de la place Omonia  
> avant le départ de la manifestation du samedi après midi avec les  
> migrants présents à Athènes. L’idée étant de rejoindre ensuite tous

> *5. **Agenda commun et campagnes*

> Pour le groupe, ce travail collectif doit s’inscrire dans la dynamique  
> d’ensemble des Forums de Bamako (FSM 2006) à Nairobi (FSM 2007) en  
> passant par Athènes (FSE 2006) et Madrid (FSMM 2006). Afin de  
> maintenir le lien plusieurs initiatives sont proposées :

> - Faire circuler et signer l’ « appel de Bamako pour la dignité et le

> gruppi vicini e tematiche affini.

> - Il forum non è fine a se stesso, ma orientato alla ricerca di un  
> *lavoro collettivo e di un incontro con le numerose organizzazioni*  
> per creare o consolidare le reti europee. Per facilitare ciò, appare  
> necessario organizzare seminari che raggruppino più organizzazioni  
> provenienti da differenti paesi.

> - Infine, è stato ricordato che molte delle organizzazioni che  
> lavorano sulle tematiche in questione, sono piccole organizzazioni,  
> con scarsa capacità economica e quindi non in grado di *moltiplicare  
> il numero dei seminari* a causa dei costi che ciò comporterebbe.

> Il metodo adottato è stato quindi quello delle *fusioni volontarie*,

> annotando sul sito la lista dei partner associati al seminario stesso.

> *_Per le proposte non ancora accorpate_* : le organizzazioni, avendo

> *2. **SPAZI *
>
> Come a Vienna, affermiamo nuovamente la nostra posizione : *l’insieme  
> di persone, gruppi, organizzazioni, comunità che lavorano nell’ambito  
> delle migazioni, devono essere collocate nello stesso posto*. Niente  
> separazione fisica. Nello spazio comune, non vogliamo la presenza di  
> partiti politici in quanto tali, ma siamo d’accordo di accettare la  
> presenza di organizzazioni « amiche » che non siano direttamente  
> partiti politici. Le regole devono essere definite chiaramente per  
> evitare una presenza non equilibrata tra le organizzazioni dei  
> movimenti sociali e quelle legate ai partiti, le quali hanno  
> generalmente più mezzi e più materiale da esporre.

> Pensiamo che l’organizzazione concreta dello spazio fisico competa al  
> comitato greco. Esprimiamo semplicemente alcuni nostri bisogni ed  
> alcuni vincoli :

> *- gli spazi fisici non devono corrispondere strettamente alle aree  
> tematiche*. Per evitare la frammentazione e favorire la costruzione di  
> reti e di iniziative collettive durante il forum e soprattutto dopo il  
> forum, è di fondamentale importanza consentire la trasversalità.

> La scelta dei raggruppamenti fisici deve tenere conto di molteplici  
> constatazioni :

> - affinità di temi trattati e persone sensibili a tali problematiche

> - affinità di pratiche di militanza e di lotta

> - necessità di scambi trasversali in particolare per preparare le  
> azioni collettive durante e dopo il FSE.

> - necessità di condividere le attrezzature, i costi e la  
> co-organizzazione degli spazi.

> Numerose persone dei gruppi hanno dato la propria disponibilità al  
> comitato greco per un aiuto concreto nella preparazione degli spazi  
> fisici in questione.

> *3. **Assemblea dei migranti e delle migranti:*
>
> L’assemblea sarà organizzata dalla Migrazioni del forum sociale con la  
> partecipazione di tutte le organizzazioni coinvolte nella preparazione  
> dei seminari tematici. Ma anche con l’apporto di tutti i gruppi  
> coinvolti nel forum su questa tematica. Per consentire la  
> partecipazione a questa assemblea sia delle organizzazioni e delle  
> reti che lavorano sul tema dei migranti e delle comunità stesse, noi  
> proponiamo di organizzarla nel modo seguente :
>
> - Diffusione di un invito che riprenda in parte il testo dell’appello  
> per un asse sulle migrazioni nel FSE, firmato da molte organizzazioni  
> e reti;
>
> - I coordinatori dei seminari presenteranno in pochi minuti all’inizio  
> dell’assemblea risultati e prospettive emersi dai partecipanti e dalle  
> partecipanti ai seminari, per permettere l’elaborazione di un testo  
> dell’assemblea sulle migrazioni.
>
> - Dopo questa presentazione, i primi ad intervenire saranno i migranti  
> e le migranti ed i gruppi di migranti e, qualora rimanesse tempo, le  
> altre organizzazioni che desiderano intervenire.
>
> Bisogna prevedere una durata minima di 3 ore per l’assemblea
>
> Sarà opportuno organizzare quest’assemblea il sabato verso fine  
> mattinata o verso mezzogiorno prima della manifestazione, affinché i  
> migranti e le migranti che lavorano possano parteciparvi.
>
> *4. **Grandi Eventi : *
>
> - Il gruppo accoglie positivamente la proposta di organizzare un  
> concerto d’apertura sul tema dell’anti-razzismo… ma sottolinea la  
> propria volontà di specificare, sia nel titolo che sulle locandine,  
> degli slogan che richiamino la tematica delle Migrazioni. Il gruppo è  
> inoltre d’accordo relativamente all’idea di interporre degli  
> interventi tra le varie esibizioni dei gruppi musicali, beninteso che  
> le persone che interverranno saranno originarie di tutta l’Europa ed  
> in prevalenza migranti.
>
> - Il gruppo ribadisce inoltre la propria intenzione di organizzare  
> un’azione specifica come, ad esempio, una manifestazione davanti ad un  
> campo di detenzione o un sit-in davanti ad un luogo simbolo dei  
> trattamenti riservati agli stranieri. *Quest’azione specifica deve  
> essere inserita nel programma. *
>
> - Il gruppo prevede di organizzare un raggruppamento nei pressi di  
> place Omonia, dopo mezzogiorno e prima della manifestazione di sabato,  
> con i migranti e le migranti presenti ad Atene. L’idea è di  
> raggiungere poi tutti e tutte insieme la manifestazione..
>
> *5. **Agenda comune e campagne*
>
> Per il gruppo, questo lavoro collettivo deve iscriversi nella dinamica  
> d’insieme dei Forum di Bamako (FSM 2006), di Nairobi (FSM 2007)  
> passando per Atene (FSE 2006) e Madrid (FSMM 2006). Al fine di  
> mantenere un legame tra le differenti iniziative è stata avanzata la  
> proposta seguente:
>
> - Fare circolare e firmare l’ « appello di Bamako per la dignità ed il  
> rispetto dei migranti » che prevede nello specifico una giornata di  
> mobilitazione. Tale appello richiama il prossimo vertice tra Unione  
> Europea ed Unione Africana che avrà luogo nella primavera 2006 e potrà  
> costituire la prima tappa della mobilitazione sopra menzionata.
>
> *Conclusioni *:
>
> - Numerosi gruppi della rete delle Migrazioni desiderano attirare  
> l’attenzione sulla difficoltà di ottenere visti per i rifugiati  
> politici, in particolare per quelli provenienti dalla Palestina e  
> dalla Turchia, ma anche per le persone immigrate o non residenti,  
> provenienti dai paesi esterni all’area Schengen.
>
> - E’ stata ricordata inoltre la necessità di aiuti finanziari per la  
> partecipazione di migranti e gruppi di base. E’ stato precisato che  
> questi aiuti non devono essere riservati a persone provenienti da  
> paesi dell’Est, ma anche a persone provenienti da paesi dell’Europa  
> dell’Ovest.
>
> Prossime riunioni :
>
> - Gruppo Programma del FSE : 1 e 2 aprile 2006 ad Atene
>
> - Gruppo Migrazioni : per coloro i quali possono arrivare prima  
> dell’apertura ufficiale del FSE, proponiamo di ritrovarci mercoledì 3  
> maggio ad Atene per discutere gli ultimi dettagli dell’organizzazione.
