So Matyas,
Perhaps Leo might like to point out to us the 'rule' in our non-hierarchical
process that allows him to insist that your proposal has to be debated by
the enlargment group first before you're 'allowed' to proceed with your
ideas?
Perhaps he could tell us at the same time which part of the ESF's
non-existent constitution says that any kind of consensus 'vote' at any EPA
is allowed to determine what any region, country, group or indvidual may or
not do? Or even where he gets the idea that he personally has the authority
to write to tell you that you may not proceed?
I don't think the 'decision' of the Prague EPA has anything at all to do
transparency or democracy, if not a little empire-building..... Which brings
us back to Austria, doesn't it? About which my favourite quote is by the
late lamented Simon Wiesenthal, who on being asked why it was that after all
his experiences during the war he chose to live in Vienna, said: "If you
want to understand the disease, you must go and live in the swamp." Quod
erat demonstrandum.

I want to recall you that the Austrian-Hungarian Empire fortunatly was
abolished one century ago and that I am looking forward to an open
discussion with you on democracy within the ESF in the next days.
