Vers un réseau européen d’échange, de réflexion et de lutte
  contre la précarisation du travail et de nos vies

Compte-rendu de la réunion du 3 novembre 2006 à Francfort
(Rédaction par Jean-Guy Dufour (jgdufour at free.fr) du secrétariat du 
réseau Euromarches)
En annexe, informations sur la grande manifestation « antiprécarité »
de Rome du 4 novembre.

Cette réunion avait un objectif limité : Permettre aux organisations 
présentes, à l’occasion de l’AEP de Francfort, de poursuivre la 
réflexion amorcée dans divers ateliers du FSE d’Athènes sur le besoin 
d’un réseau européen contre la précarisation du travail et de nos vies.
Elle a été couplée avec une autre réunion prévue sur un projet de 
marches en Europe contre la précarité, la pauvreté et les exclusions au 
succès desquelles les participants se sont déclarés unanimement 
intéressés.

Les principales idées qui ont été exprimées sont les suivantes :

Personne n’a contesté l’utilité ou même la nécessité d’un réseau 
européen « anti-précarité ».
La discussion a porté sur l’extension des questions dont devait se 
préoccuper ce réseau, sur ses priorités et sur sa structuration.
Extension du champ : Les avis ont été très dispersés. Certains pensent 
qu’il faut centrer l’activité du réseau sur la seule question de la 
précarisation du travail (en incluant l’utilisation du travail illégal 
par les employeurs) et ses conséquences. D’autres pensent, au contraire, 
qu’il faut aborder toutes les formes de précarisations de la vie 
(logement, santé, discriminations, etc.)
Priorités : Outre ce qui découle de la question précédente, certains 
souhaitent un réseau tourné principalement ou exclusivement vers 
l’action et l’organisation des informations et solidarités entre luttes, 
d’autres accordent plus d’importance aux échanges d’informations, 
d’analyses et de projets et à l'élaboration de revendications communes.
Structuration : Evidemment la réponse à cette question dépend de celles 
apportées aux questions précédentes. Une nécessité reconnue par tous, 
pourtant : Que le réseau soit très branché sur les luttes. Une autre est 
apparue : Construire le réseau pas à pas à la mesure des forces 
diponibles mais sans perdre de temps inutilement sous peine de décourager.


Décision

Il a été décidé d'organiser une nouvelle réunion sur le sujet, avec 
l'espoir, cette fois ci, de pouvoir définir des premiers pas concrets 
les 3 et 4 février à Erfurt à l'occasion des journées d'organisation des 
marches en Europe de 2007 contre la précarité, la pauvreté et les 
exclusions auxquelles toutes les organisations présentes ont manifesté 
l'intention de participer.

N.B. : Depuis la réunion, les Euromarches ont pris l'initiative d'ouvrir 
une liste de discussion precarisation-no at ras.eu.org. qui permettra de 
poursuivre l'échange sur la question du réseau antiprécarité d'ici la 
rencontre des 3 et 4 février et de préparer celle-ci.

Le projet de marches en Europe contre la précarité, la pauvreté et les 
exclusions

En deuxième partie de réunion, Angela Klein a donné les informations sur 
ce projet.
Plusieurs mouvements en Allemagne ont proposé ce projet qui a rencontré 
déjà de larges échos positifs en Allemagne même, au FSE d'Athènes et 
dans plusieurs pays.
  Il s'agirait que des groupes convergent vers l'Allemagne par l'ouest 
(Aachen) et l'est (frontière polono- allemande), en provenance de 
nombreux pays et convergent avec les "marcheurs" allemands sur la grande 
manifestation du contre-G8 prévue le samedi 2 juin 2007. Les marches 
seraient des marches effectives aux entrées et sorties des villes étapes 
et par tout autre moyen de transport entre. Dans les villes étapes 
seront organisés des débats et des actions avec les marcheurs.
  Les amis allemands prendront en charge l'organisation des marches à 
l'intérieur de l'Allemagne. Les pays participant les organiseront sur 
leur territoire de leur côté. Une réunion d'organisation de l'ensemble 
est prévue les 3 et 4 février à Erfurt.
L'ambition est que ces marches fassent apparaître toutes les formes 
diverses de précarité et la diversité des expériences et des luttes mais 
aussi les exigences communes d'abolition de la précarité, de la pauvreté 
et des exclusions.

ENORME MANIFESTATION A ROME LE 4 NOVEMBRE 
  STOP PRECARITE

Ce fut LA manifestation contre la précarité (250 000 d'après les 
organisateurs, 100 000 d'après la police) . Une manifestation qui, 
finalement, a ramené la politique dans les rues de Rome. Dans la 
capitale d’Italie, avant même les banderoles de tête des organisateurs, 
ont défilé les personnes qui subissent quotidiennement les effets de la 
politique néo-libérale : les précaires des call centers, des hôpitaux, 
des universités, des usines, de la presse. Les futures précaires que 
sont les étudiants ; ceux qui tout en ayant un travail à temps 
indéterminé vivent en situation précaire, soumis à un chantage continu : 
à la FIAT, à la Telecom, aux chemins de fer ; les immigrés, qui résument 
en eux même, tous les aspects de la précarité et enfin, tous ceux qui 
subissent la précarité sociale et qui demandent logement, services, 
cultures, un minimum de revenu.
Le plus grand nombre d’entre eux a été organisé par : l’ARCI, les COBAS, 
des syndicats de la CGIL, la Fiom, Rifondazione comunista.
  Claires et simples les revendications : retrait de la loi Biagi ( loi 
30 sur le travail), de la loi Bossi-Fini ( sur l’immigration), de la 
réforme Moratti ( réforme universitaire) ; redonner aux gens la 
confiance dans leur futur à travers l’abolition du travail précaire et 
la restaurations de certaines garanties en réécrivant la loi sur le 
travail. Mais on demandait aussi plus d’assurance en ce qui concerne le 
logement, le welfare, la tutelle des couches sociales les plus faibles.

Toward an European network for exchanges, think and struggle
  against the precarisation of job and lives


Report of the meeting of November 3rd in Francfort

precariousness in Roma on November 4th


This meeting had a limited aim : To allow present organizations, on the 
occasion of the Francfort AEP, to follow the think begun in several 
workshops of Athens FSE about the need of a European network against the 
precarisation of job and lives.

This meeting has been joined with an other scheduled about a plan of 
marches in Europe against precariousness, poverty and exclusions the 
success of which interesting all the participants.

The main ideas expressed were the following ones :

Nobody has contested the usefulness or even the necessity of an European 
network against precariousness.

The discussion has focused on the range of the questions concerning the 
network, its priorities and its structure.

Range : The opinions have been very diverse. Some think that the network 
activity has to be focused on the only one question of the precarisation 
of the jobs (including the use of illegal job by the employers) and its 
consequences. Other think, on the contrary, that we have to tackle all 
the forms of precarisation of the life (dwelling, health, 
discriminations, and so on)

Priorities : Besides what follows from the precedent question, some wish 
a network mainly or only focused on action and the organization of 
informations and solidarities between the struggles, others attach more 
importance to the exchanges of informations, analysis and plans and to 
the building of common demands.

Structure :  Obviously the answer to this question depends on the 
answers on the previous questions. Nevertheless all are according on one 
necessity : The network must be tied to the struggles. An other 
necessity appeared : To build the network step by step within our 
capabilities but without loosing times needlessly.

Decision : The decision has been taken to organize an other meeting on 
the same topic, hoping to succeed in defining there first concrete 
steps. This meeting will take place in Erfurt on February 3rd and 4th on 
the occasion of the days preparing the marches in Europe against 
precariousness  toward the “anti G8” great demonstration on June 2007 
the 2nd in Rostock.

N.B : Since the meeting, the Euromarches have taken the initiative in 
opening a discussion list
precarisation-no at ras.eu.org   This list will allow to follow the 
exchange about the network until the meeting of february 3rd and 4th.

The plan of a march in Europe against precariousness, poverty and exclusions

In the second part of the meeting, Angela Klein has given the following 
informations about this plan.

Several movements in Germany have proposed this plan which was yet taken 
up widely in Germany but, too, in the Athens FSE and in many countries.

The idea is that several groups converge on Germany by the west (Aachen) 
and the east (Poland Germany border), coming from many countries and 
joining with German groups in Germany to go to Rostock on June 2nd on 
the occasion of a great demonstration. The marches would be on feet at 
the entrances and the exits of the stage towns and by all means of 
transport between. In the stage towns actions and meetings would be 
organized with the groups of marches.

The German friends will take charge of the organization inside the 
Germany. The participating countries will organize them on their 
territory. An organization meeting will take place in Erfurt on February 
3rd and 4th.

The aim is that these marches make appear all the forms of 
precariousnesses and the diversity of the experiences and of the 
struggles but too the common demands for the abolition of the 
precariousness, the poverty and the exclusions.

Annex (extract from "La Republica") :

Huge demonstration in Roma on November 4th against precariousness

It was THE great demonstration against casualty (250 000 according to 
the organizers, 100 000 to the police) . A demonstration which, at last, 
has put again the politics in the streets of Roma. In the capital of 
Italia, even before the head banderoles of the organizations, the 
persons who experience daily the effects of the neo-liberal policies 
marched : The precarious workers of the call centers, of the hospitals, 
universities, factories, medias. The students, future precarious workers 
; Those who have a non temporary job and who, nevertheless, are in a 
precarious conditions, submitted to a permanent blackmail : in FIAT, 
Telecom, railways ; the migrants who summarize all the aspects of the 
precariousness and, at last, all those who endure the social 
precariousness and who ask a dwelling, services, culture, a minimum income.

Most of them were organized by : ARCI, COBAS, trade unions of CGIL, 
FIOM, Rifondazione communista.

The demands were clear and simple : Abolition of the Biaggi law (work 
law 30), Bossi-Fini law (concerning migrants), Moratti reform 
(Universities) ; To give again to people a confidence in their future 
abolishing casual jobs and restoring some safeguard by rewriting work 
laws. But they demand too more guarantees concerning the dwelling, the 
welfare and the assistance to the weakest social stratums.
